Value is not a static thing. It's what someone is willing to pay. Has Garcia's ability and player value increased in the last couple starts? Of course not. Has his market value increased? Possibly. It is possible that at least one team is willing to pay more for him now than they were a week ago. Will it be a tangible increase in return? Probably not.
But there are reports that more teams are in on him and that his market value has gone up a bit. The more teams that bid, the better chance you get a better return.
Garcia's not bringing back a top 100 prospect or anything. But Lucas Harrell brought back Travis Demeritte. Why? Is his value equal to Demeritte's? No. But a team paid it.

I highly doubt any team thinks he is a better pitcher now than he was 2 starts ago. No team in the game is dumb enough to allow a handful of innings form their judgment like that.
However, I do know for a fact that Garcia will now be making 2 fewer starts for his new team, and those starts have quantifiable value.
If there are more teams willing to offer a FV 40 prospect now, great. But Garcia's value is still a FV 40 prospect.
I dont know what Garcia brings back but teams often get desperate at the deadline.
Not saying Garcia brings back Gleyber Torres or anything but GM's will overpay to secure someone if they have to. Especially around the deadline if they feel it's the missing piece to their club.
