My contention here is that a supermajority to pass A is not a supermajority to pass B. If B had the support, procedurally, of every Democrat in the Senate and the D President, but a nominal "Democrat" senator who endorsed the Republican opponent of the President and lost the D primary, refused to vote for its procedure, then that Senator is not a reliable Democratic vote. That's really it.
