I wondered about the same thing. The problem with that scenario is that if either Collins or Shawver-Smith (or both) don't sign, the Braves lose that money from the pool. The slot amounts for those picks total $367,700, which is covered by the current overage. Of course, we can't assume the signing amounts for Cusick, Conley, and Justyn-Henry, but I'm guessing there will be some savings there. Whether the resulting bottom line would be enough to pull Evans away from his Florida commitment would be the question.
Like you, I took Brown's comments to mean that Evans was the outlier and that they either had agreement in principle or were very close with the other 19 picks. For some reason, I think Anglin may require going above the $125,000 post-Round 10 value.
