Yeah, the whole 'I could have been a top 10 or even top 5 pick' argument is fine for negotiation, but it's a really dumb reason to go to school and leave top 10 money on the table.
Of course, literally all this speculation is coming from one tweet from O'Brien; and we don't know how much he really knows, and even he says it's likely Allard signs.

A lot of the concern is rooted in the fact that we went from "Oh, there's no doubt Allard's going to sign, it's in the bag" on draft day to "um, hey, it's about 10 days before the deadline and Allard hasn't signed yet, what's the dealio?"

It's quite possible that the Braves told him they could give him something like $4M by signing a lot of other guys under slot. The Braves supposedly went out and drafted a bunch of guys that would sign under slot deals (remember that excuse for all the apparent reaches?), but somehow only managed to come up with an extra $87k to throw Allard's way.
And doesn't the team get taxed somehow for the extra 4.99% they could be considering giving to Allard? If so that makes it even more expensive.
If Allard passed his physical and this is just hardball negotiating, then I think a deal get's done.
There's also the possibility that an issue came up during the physical and the Braves adjusted their offer accordingly . . . Brady Aiken redux. If that's the case, then this thing could be in real jeopardy.
