What is the effect on the deficit of Paul's plan? I'm not saying that budget cuts should be off the table, but my guess is if you are designing a flat tax that is progressive, the zero bracket amount will have to be extremely high, which will drive the rate up. I'll take a look at Paul's tax plan, but color me skeptical.
I'm not advocating Paul's actual numbers. Just using it as an example of how a flat tax could be set up where it actually is progressive. I would consider Paul's numbers as a starting point in negotiations. I think you'd probably need more like a rate of 20-25% and a standard deduction of about 50k. The middle class would pay about half the rate of the uber rich.
