I think it's a bit unfair to call Elder a fringe player. He's had his struggles early this year, but he was legitimately a quality starting pitcher last year and has the stuff to be mid-to-back end caliber SP through most of his 20s. You are also missing Grissom and Vines among those fringe guys.
You also did not mention AJSS and Waldrep as guys guys that have had a cup of tea in the majors and have a lot of promise. That's 14 players in 5 years to reach the majors. And at least half of them showing a good bit of promise. I would imagine that more than half the league can not match that. Certainly the Yankees and Dodgers can't. And that is without noting of some of the promising guys we have in the minors like Murphy, Ritchie, Nacho, and even Hackenberg.
You realize you sound like every other homer spouting off inconsequential prospect names, right? If you read the same thing on another team board you would chuckle at such comments.

He's 21. I can't imagine why he would at this point. I suppose if he values school over playing professionally right away. A degree from Virginia is a fantastic education.
UVA is regarded as the best school in the state. VCU is a second tier Virginia school. I say this as an alum as well.

That regime has produced two bonafida stars (Strider, Harris), some up-and-coming players who look like they can be solid-to-better regulars (Smith-Shawver, Schwellenbach, Waldrep, Elder still with the Braves; Langaliers, Grissom, Malloy on other teams now), and a wave of pitching (Murphy, Ritchie at the top) that looks like it will move up the rankings once they're healthy enough to actually pitch some innings. They've also signed very-highly-regarded international position players each of the last two cycles, after finally getting the punishment monkey off their back.
Have they been perfect? Obviously not. I've had my gripes—not least the heavy emphasis on pitching in the draft, which seems a counter-intuitive allocation of resources towards the riskier population-bin. However, they seemingly have more confidence in their amateur pitching identification and minor-league pitching development, so prioritizing pitching in the draft makes sense. (Though that prompts the question: What are they doing to improve their minor-league hitting development?) However, while not perfect, they've been by no means the unmitigated disaster several in this thread are alleging.
