Speed is one of the five tools. Those that have it should have an advantage above other players.

Slow guys will not be stealing bases regardless of the rules. The whole point is to eliminate excessive pickoffs and speed up the game while increasing action. It’s about the fans.
 
In addition, arm strength/accuracy should be important factors when determining your catcher. I mean we are talking about 23 stolen base attempts. Less than 1 per team and people think that’s too much?

I want a team to be abused in the bases if they are playing an awful defensive catcher who is just there to hit for power.
 
I was thinking of something during the opener,. In the first inning, Corbin threw over to 1st twice before Acuna took off for 2nd. Is it 2 disengagements per base? Or is it per batter? Because at that point, Acuna could have gotten a huge lead and stole third.

The disengagement count resets when a base is stolen. But even if it didn’t, He can’t get too huge of a lead because they can still throw over, they just have to get you out, or it’s a balk. It’s not like he can get some huge lead unchecked.
 
I've told people that the Cardinals teams that relied on speed in the 80s would not do well at all in the modern era. I think my opinion has changed with the new rules in place.
