There was a Washington Post article saying there was no evidence of money being spent on condoms so we know what BL believes.

Times of Israel says it went to the other Gaza but doesn't dispute the amount.

I don’t consider foreign aid to be money down the drain, and happen to think birth control is a more efficient use of funding than feeding the additional children that would result from a lack of reliable birth control.

Where does it say this? The article you shared mentions Mozambique but I see no evidence suggesting this figure was spent there, or in fact anything other than a Musk quote to support that claim.

It doesn't say anything about the money. If they thought there was no money spent they would have stated it. That's what i meant.
