Rangel and Vines are the complete opposite. They sit 93ish and can bump it to 95.. Even if they bumped it to 100..so what if they can't maintain consistent high velocities? They pitch though. And it serves them well.
If you saw the video..watch Muller gain running momentum to hit that 100. The Braves don't encourage velocity over command (although they should probably reverse that considering the command of several of the higher arms performance at the mlb level).
