I think he’ll trade for a SP. Cease makes a ton of sense and then another elite BP arm like Hader. We have some good pieces in the bullpen coming back next year but having an elite closer like Hader is always enticing. AA has shown a willingness to spend big on a bp arm so who knows. A lot will depend on Morton. If he retires you have 20 million to put into a SP. Shuster, Dodd, Winyans, Vines, and guys like that are good for a spot start here or there but not for a lengthy period of time. They don’t seem to trust Soroka anymore and Wright is a coin toss. To many question marks for an offense built like ours is. The pitching has to be addressed.
Hopefully they can give Soroka good direction this offseason to make him return to success. I'm hoping a full regular offseason will be good for him.
Out of that list of Shuster, Dodd, Winyans, Vines, etc. if you are going to trade for a Cease, at least 1 or 2 of those arms would need to be involved. I'd be all in on a guy like Gray, but would also be okay with a prove it contract for someone like Giolito, Lorenzen, etc. who could have upside. The FA class for SP in 2025 is where i'd look to invest.
Going into next season with a rotation of Fried, Strider, Gray/Giolito/Lorenzen, Elder/Wght/Soroka/ farm arms to fill the final few spots would be a good start. Also AJSS and Waldrep could prove to be a factor as well.
I'd also invest in the pen as well.

Those are some of the top relievers available who don't have contract options
