Had a long reply type out and then my phone died. But to summarize what I was about to post:
1. Your qualifications are arbitrary and I'm willing to bet your list is wrong since I pointed out the last time you posted it that Liriano in 2012 fits that criteria. Gio Gonzalez was 1.1 innings away from qualifying in his 2nd season. And there are a host of other pitchers with similar seasons that just barely miss your criteria.
2. Of the pitchers you listed, only Perez had even 1 season with a BB rate below 4. Newk is poised to do so this year.
3. If he can keep his BB rate near or under 4, there is no reason he can't be a consistent 3-4 WAR pitcher over his controllable years like Kazmir, Gio, Ubaldo Jiminez, or Liriano.
