At a later point in time, we can assess whether there were some things that need to be done better.

They'll do some weird shiz sometimes. Back when I lived along the Gulf Coast, I remember a hurricane-grade storm (can't recall the name*) that camped out over Mobile Bay, and almost sucked the Bay dry, before finally getting moving again.

* A quick google search reveals it was Hurricane Danny; the storm dropped record rainfalls on Alabama as it "parked" in Mobile Bay.

Not just is it not supposed to stop raining, but within a few days there's a decent chance that Houston receives double the amount of rain that they've already recorded. They are forecasted to get a years' worth of rain in a a week. That's unheard of.
