They are going to claim the President was naive, inexperience in govt and didn't understand all the "silly rules". It's the Trump playbook -- promise the moon with wild claims up front and then squirm out of responsibility later. He does it with properties, with new projects and now he doing it with the Presidency.
Trump has 3 skills, imo:
1. He can spot his suckers, or marks, and has a great nose for situations and people ripe for his brand of BS.
2. He can convince. He can pucker up his lips, lower his voice a little and can sound convincing on most any subject, even when he knows next to nothing. Money, fame and power are his. It's artifice, a carnival trick, but it works and is the essentially skill of the con man - being convincing. Stage actors know how to do it but they also know how to turn it off when they're not on stage. Trump never turns it off and uses it to great affect, bullying his way through every situation all day long. It must be so tiring for people around him. Has no one ever just slapped him and told him to shut his freaking mouth.
3. He can avoid liability - taxes, contractor bills and most importantly, the law. He jumps from lie to lie without the weight of morality or conscience guilt.
It's a simple playbook but it works for him and he's taken it all the way to the title of Most Powerful Person in the World. Fortunately for us, the most powerful person in the world isn't very powerful if he's an idiot and can't convince the govt officials around him that he needs to carry out his evil plots.
