I would never doubt government incompetence. Something still stinks to me. I don't know exactly what it is yet but having critical manufacturing plants outside the continental US seems fishy. On a relatively small island where hurricanes are frequent. What benefit isn't to them to be in PR? Are there any federal regulations preventing other companies from breaking into the market? That's exactly what this smells like. I won't be surprised of those companies "lobbied" for some regulations to prevent competition. This reeks of unintended consequences of over regulation.
