If you have to apply for an absentee ballot more often, that is about as good an example of making voting more difficult as could be found. For most people it makes no difference. For the busy and absent-minded it might. The funny thing is the Republicans have done a better job on mail ballots over the years and it has helped them win a bunch of close elections.
