That would be the officials in charge of making the application. Rosenstein, Yates, Bonte to be specific. But I believe the procedures they followed have long pre-dated their terms in office.

The statutes related to unmasking detail how the intelligence collected is to be protected/disseminated. Not how it is handled by the court itself in terms of adjudicating.

The baying for Rosenstein's scalp seems to have died down a bit. But it did reach a fever pitch for a while. I imagine it will be revved up again in due course.

actually my reaction was flippant and i apologize for that...i just realized you were making a point that might be valid...

it is unclear what exactly is being quoted in that underlined sentence on page 5 from the FISA application...whatever it is was written in a way to avoid identifying any U.S. person
