Yes - He did fail to disclose a contact at the time but a retrospective analysis (in the article I referenced) leads me to believe that he was not in the wrong to do so. Meetings with foreign ambassadors are common amongUS senators and documentation has showed many prominent democrats met with the Russians at or around the same time.
Whether or not this was the sole reason for Sessions recusal it was clearly a 'fire starter' to get it going and apparently it was based on a false claim that Sessions broke the law.
Sessions's own account is that he essentially recused himself from the beginning of his tenure at Justice, since DoJ regs make it quite clear that it would be recommended he do so. He waited until DoJ counsel recommended it before formally doing it.
Democrats made political hay about it, and the timing of it looked shady...but the question was always "when," not "if."
