Yeah. You're taking the "public safety" equation onto the negative side when you shoot in that situation.

Part of the problem is people expect Cops to be perfect and that emotions don't play a role. Here we have a guy resisting arrest and then possibly going after the cops taser. Sure, ideally, he just lets the guy go or chases after him and catches up with him at some point. However, this is also an extremely stressful position in which case your life is on the line at all times.(and the cop doesn't know if the perp has a weapon) The cop doesn't know the intention of this guy and he's already shown that he's trying to escape. Desperate people do desperate things. This appears to be a case where the cop let the emotions get to him.
Not defending the cop, but people need to understand these things. The cop also has to be able to restrain his emotions at the point where he is not longer in a defensive/vulnerable position. Once the guy is running away, the cop needs to be able to tone down the emotions/fear and avoid shooting.
