You make the US analogous an Ivy League school. Anyone who wants to come has to spell out why they should be allowed to, and the acceptance rate is very small.

I would probably look at last 20 years of data of I ur current immigration data to start. Immigrants from Japan, Spain, UK, Somalia, etc etc

I would want at least 80/20 producer/taker ratio.

If we aren't getting that, shut it down from a country perspective.

From there, create an exception process for the ballers from Nigeria. Let them apply. Create a rigorous test and interview process. If good, bring them in

Immigrants from the banned countries should be no less than 5% of total Immigrants. Only the best of best
