I know you speak metaphorically. But according to Fortune:

Workers uncovered asbestos and several water-table issues resulting from the swampy DC soil. These complications added complexity and price costs, to excavation and foundation work—especially since strict D.C. building regulations cap building heights—forcing deeper builds underground.


$2.5 billion does seem like an enormous amount for two buildings. The renovation of LaGuardia (which was managed without closing it down for a day) cost $8 billion (with about half of that spent on Terminal B).
