Mississippi has greatly improved its fourth grade reading scores. I think they deserve a lot of credit for that and other states can learn from it. Im happy to concede that Mississippi is "winning" on that particular metric. And happy to also concede that California is wasteful of some of the money it spends on education and could do a lot better.
 
California just had the highest income growth rate. But I guess that must be due to luck, stock options, nice weather, demographics, etc.
