Maybe try something different. You have a state government that is actively hostile towards its only city. Other states have come to appreciate what engines for growth cities are these days. Nashville is a great example. On a more modest scale Louisville.

Amazing way to treat your biggest city. Fortunately, the federal government stepped in with money mostly provided by taxpayers from blue states.
 
I was a republican until the summer of 2016. What has happened to the GOP in the past ten years is a descent into madness unmatched in American history. It is hard to find examples in other countries of anything similar. The party has become a cult to a cartoonish buffoon. A buffoon whose fragile ego did not permit acceptance that he lost an election fair and square. A buffoon who bragged about grabbing women by the pussy and who has been found liable for doing precisely that. A buffoon who tried to convince voters that dark-skinned immigrants were eating their pets.
