This is a good example of how mask mandates are basically unenforceable. Even people who support them don't comply all the time.
If you're going to do mandates a better idea would be more targeted mandates in places where it might actually help. For example, requiring masks on public transportation. Public transportation is a place where you're around a lot of people for longer than 15 minutes in a poorly ventilated space. Targeted mandates would be better able to be enforced and make a lot more sense than general mandates.
I’ve said it before, but if I were trying to influence behavior, I’d save all my juice for vaccines and waste none of it on masks. One of the few things we know for sure at this point is vaccines work to keep people from experiencing the worst outcomes of a covid infection. At some point you have to pick your battles.

Masks are largely going to be a personal choice even if you have a mask mandate. Widespread enforcement of a general mask mandate is all but impossible.

With kids the main goal of vaccination is to protect others. Kids definitely have lower rates of severe illness and death but they are still excellent vectors. We've seen teachers and school staff dying from Covid contracted from kids that weren't very sick at all.
Think of rubella. It's a disease that is usually extremely mild and has a tiny fatality rate. Yet we vaccinate almost all kids against it. So why do we vaccinate against it? One of the big reasons is that it's devastating for unborn babies. If a mother contracts rubella while pregnant, it can kill or cause lifelong issues for her baby.
Vaccines aren't just about protecting an individual. It's that thinking that causes a lot of problems.

I have no problem enforcing masks on airplanes or public transportation. Those are high risk environments for spread so literally any help from the almost zero cost of wearing a mask would make it worth it.
Mask mandates while doing something like shopping for groceries is far less impactful and far harder to enforce. You usually don't have very prolonged contact with others while shopping and can social distance most of the time. So it's a low risk environment.
