That's not what it says, it says to avoid surgical n95 masks, there's plenty of other styles people could wear.

Vermont and Maine set new case record today
Under the “choose these masks” list, they could list N95’s that aren’t specifically surgery, but that would require the CDC actually being good at reliably informing the the public. The thing that’s central to their mission. That they’ve done nothing but fail at for the last 20 months, when we needed them most.
How many average Joe’s know there are a bunch of different N95 masks and will pick up on that?

I've heard from several friends and spouses of CDC workers that morale there is terribly low. They had a lot of institutional pride if not professional arrogance before the pandemic, but from the golden tower to the rank and file, they realize how badly they've wet the bed for the last two years. It doesn't sound like the kind of work environment we should expect any significant contributions from for a while.
