I'n guessing possibly to give an opinion from the point of view of young people. May be even to encourage young people to take this seriously. Either way, yeah it's clearly ratings driven.
 
I don't think that Georgia is cooking its numbers but I think anyone interested in knowing what is going on there should be aware of how they are putting some of their numbers together.

The AJC notes that their dashboard will show trends that are different from what the Department of Public Health is showing and provides an explanation why:

Q: Why do the AJC’s charts look different from DPH's charts?

A: Recently, DPH has added trend charts to their site, “COVID-19 Cases over Time” and “Confirmed COVID Deaths over Time.” In those charts, as new reports come in, DPH allocates them to earlier dates, based on when symptoms developed; tests were taken or reported to the state; or deaths occurred.

Those two time-series charts are always going to show a downward trend because of the lag in when the data is reported. On May 1, for example, the chart of cases showed 21 news cases. Now the chart shows more than 600 for that date.

We believe showing running averages of cases and deaths, along with the day's latest data on new infections and deaths, is the most accurate and clear way to show trends over time. Many other organizations use this visualization.

I think the AJC's exposition of the issues is pretty clear and straightforward. I'm not saying one way is better than the other. The main thing is to understand how the data are being assembled.
 
Makes no sense to average. The most important thing to know is the date of contraction. The closest proxy to rhat is the initial date of confirmed test.

Any other logic is well illogical.

House leadership should listen to its moderate members and resist the temptation to push policy changes in these relief bills. It's not gonna happen anyhow with a divided Congress. Gotta be pragmatic.
