Local school boards should do what they can to reasonably accommodate the teacher's concerns about ventilation and other safety issues. If after they have done this, the teachers unions still refuse to allow the teachers to return to work, treat it as a strike and stop paying them. I think the difficult part is evaluating how legitimate these concerns about safety are. The details matter and will vary from district to district. Not all the teachers unions are being equally reasonable/unreasonable about this. Most seem to be working in good faith. I have some doubts about a few, notably Chicago.
