However, when low performing blue states aren't on the list it smells fishy.

Like I said earlier there are hundreds if not thousands of metrics graphs charts etc spelling out the 10 worst states to live in for a myrad of easons and the same 15 keep popping up. It was news or even open to debate like maybe 10-15 years ago

Wrong on France. Wrong on Wyoming.
Wyoming is probably great. Been to Co, and Nebraska. Seems like a lot of room, and not many people. I'd love it there I'd bet. Montanta is fantastic as well.
The South was impoverished way before the Republicans took over. The Dakotas, Texas, Alaska, etc. are doing quite well so reason tells you there's another factor involved.
