The answer is clearly to give more power to law enforcement to charge people. Because they will totally use it on police officers.

I read through the article you posted.

Have no idea what the bill does in practice. Seems to be a virtue signal rather than anything meaningful policy.

Feel free to let me know how it would make a difference. Last I checked, murdering people is already a crime in all 50 states (except unborn babies)
 
The bill is almost completely symbolic. That you consider a reckoning with this country's horrible racial history to be "virtue signaling" is gross.

The real "virtual signaling" is what Paul and Amash are doing. Blocking a purely positive symbolic bill because [insert dumb libertarian reason].
