Crime exists because of wealth inequality. People who's only option are to rob or steal are desperate people.

And to come back to cleanliness. That has to do with allocations of City Budgets. If we wanted cleaner cities, we would have budgets where we hire people to come around and clean the city. Not rely on businesses and individuals to shoulder the entirety of that burden.
