I think this is pretty much the best generic plan for this offseason. The quality and length of control of those upgrades can vary so dramatically that we should witness the most interesting Braves offseason I can remember. This team is finally loaded with so many resources, both in talent and financially, that literally any move is a very real possibility.
I used to completely dismiss the idea of signing an Ace like Price, but the more I think about it, the more I realize it might be a possibility. Hart's "right player, wrong time" comment about Lester last offseason makes me think someone like Price could be the right player at the right time. If a significant amount of the MLB-ready pitching is used to acquire a long term asset like Lucroy, or a cheap young impact player, then I could definitely see the Braves making a push to sign a TOR guy.
I've always thought the reason you devote a lot of draft picks and other resources developing homegrown pitchers is to avoid the risk entailed in the contracts given out to guys like Sabathia and Scherzer. Other teams with deeper pockets can take on those kinds of contracts. I don't think it works for us, even with the bump up in revenues from the new ballpark.
