Don't know that I'd openly put Simba "on the block", but have said for some time that I'd have some slightly cryptic way of telling GMs that come calling on Peraza that I haven't made ANYBODY untouchable and that I do have the flexibility of moving one of the younger guys over if I need to.
If I were dealing with someone I felt comfortable wouldn't leak the info too soon for me to be able to prepare Andrelton that rumors were going to be floating about because "other teams had asked about dealing for him", I might even try to get talks to a somewhat advanced stage. I don't know if Hart feels he could get far enough down the road with them, but one hypothetical I tossed out earlier was...
Say you can keep the fact that you're talking to the Rockies quiet long enough to find out if they'd eat some of his money if you were willing to part with Simba and Wood that the only thing left is for Colorado to ask Tulo to waive his no-trade rights and agree to move to 3B in Atlanta. Would you be willing to pull the trigger? Might you even do it if they didn't pay any of the freight on Tulo's contract? You'd then plug Peraza in at SS, and any lack of range towards the hole you have with Simba going to his right compared to Jose should be offset by Tulo's SS range at 3B. You could then consider moving Maybin to RF and Markakis to LF and then spend the rest of the money you have available on Price.

In that scenario, I'd think Maybin and Peraza are somewhat interchangeable - give Jose time to get his feet wet in the lower part of the order until he's comfortable (like they did with Peterson for a bit), then swap them so you'd have Maybin's pop in more RBI situations.
Make it Arenado coming back. Let Tulo move to third for them. Tulo is a little older than what I would be looking for. Plus he has already had major injury.
