If USAID employees already existed and are salaried, and we already built the buildings and stocked it with supplies, how does it break the budget to use those supplies or run the facilities or pay the workers?

The whole point of DOGE was ostensibly to use fewer government resources. It does not seem crazy to suggest that we should be ensuring ICE and CBP operations are done absolutely as efficiently and cheap as possible, no?
