Carter Page is small potatoes...though the amateur psychologist in me finds him interesting...the guy did get a spot at the Naval Academy and apparently did well there...a real puzzler
 
top of p 3 seems to indicate that before the FBI counterintelligence team received Steele's dossier (mid September) it had already opened an investigation into more than one person connected to the Trump campaign. One is Carter Page. The other(s) are redacted.
 
The four judges who approved the FISA warrants against Page were all Republican appointees. Undoubtedly Never Trump Deep Staters. Good for them.

An interesting claim is made on p 4. After discussing the claim in the Steele dossier that the Russians mentioned kompromat on Clinton in their conversations with Page, it is noted that "this closely tracked" what they were saying to Papadopoulos.

In subsequent renewals, the DoJ provided independent corroboration of Steele's findings. What comes next is heavily redacted so it is impossible to tell which of Steele's findings this refers to.
 
So kompromat on Clinton offered to Page and Papadopoulos.

At some point, however, the Russians made the judgment that they would release this themselves (via Wikileaks) rather than share it with the campaign. Of course we know the reason why. The patriotic Trump campaign people told them this would be illegal interference in the American political system and that they could not accept it and would be reporting all this to the FBI.

For the sake of clarity: the above paragraph is not in the memo.
