I don't think you got what she meant there.
She's saying not to call it a surge because of the surge implication that it's an insurgency. And beyond that, surge has strong militaristic tones. Which she's not wrong. When was the last time surge was in the popular lexicon? Hint. Iraq War.
Though I don't agree with her opinion as I think she's simply deflecting because she doesn't want to deal with that topic because it's not politically sexy anymore.

Masculinity isn’t automatically bad, but it also feels misapplied here. I think my issue is that the quality of helping others in peril isn’t a gendered trait, and treating it as such contributes to the argument over masculinity itself. People can be brave or helpful in many ways, and it’s not manliness that causes someone to act.
