Here is a great example of the problem with policing and I am going to show what would solve this problem.
1. Any person charged with a crime should have the right to have any credible criminal actions against them fairly adjudicated. If the DA doesnt want to prosecute thats fine. A victim should be able to hire a private prosecutor. To ensure they are only taking legitimate cases they would only be paid by the state if they win. When they prosecute the civilian they give up their right to prosecute the case because they would tank the case on purpose rather than let a real prosecution happen. If they were going to charge them that would relevant to the civilians trial, so when that case ends the prosecutor no longer has sole jurisdiction to prosecute. I have no doubt there would be frivolous charges, but thats not seen as a problem when civilians are the victims of false charges. When civilians complain cops say "you will have your day in court". If I am anti-cop for wanting cops to have their day in court then wouldnt that make them anti-civilian.
2. You should be able to hire your own attorney at the states expense if you win. The public defender system is a scam. They wont tell you that you have to give up your right to a speedy trial. So when you get arrested based on nothing and accept a public defender you might be sitting there for years because the typical strategy is to delay if they dont have evidence. A public defender will be real nice about it. These are his friends. People he deals with on an every day basis. A private attorney in the same situation will raise hell. A public defender gets paid no matter what. Doesnt need good reviews or satisfied customers because you got no choice;. There are many good people who are public defenders but there are also sleeze bags who are secretly working with the prosecutor and Judge.
3. Whatever your bail amount is it should be paid to you upon release without a conviction. The reason for this is to incentivize honesty in bail hearings. Judges would be incentivized to actually care about whether there is PC or not. They might care about giving a 2 million dollar bond to someone with no evidence they did anything. I would call this the Kyle Rittenhouse law.
4, Whatever is paid to the jail for you being there should go to the victim if he is not convicted of a crime. They are generally paid based on the jail population. The point is the incentivize only legitimate arrests and to discourage using jail as a means of torture to get a plea deal. It also needs to be a crime to hinge dropping charges on not filing a lawsuit. That technically probably is a crime but again, unless citizens have the ability to persue it it will never happen. Thats classic witness intimidation. Personally if I am in that situation I sign the paper then immediately go see the Judge and tell them I was forced to sign it against my will and ask the Judge if this is conduct they condone by officers of the court. If a jail knows a cop is corrupt eventually they will stop taking his prisoners because they wont get paid for it. Its all about the money. Give them a financial incentive to care and it will do wonders.
5. Promotions, overtime and hiring for cops should take into account their arrest record/history and money they cost the government, If last year I falsely arrested 10 people who combined cost my department 2 million dollars and I got the department sued where they lost another 500k should I really be in line for a promotion? Should I be getting 40 hours of overtime every week? As it stands now that cop who costs them millions would get hired over the cop who turned in another cop for being a crook. Thats because they dont live by the free marklet principles.
6. Lawsuits against the government for police corruption should be paid for directly by the tax payers,. Much of the problem is that people like their corrupt police. I am from a small town in LA. Everyone there knows the cops target out of state drivers because a major highway goes through the town. No one cares because they see it as bringing in revenue for the town. One day when it all comes crashing down and the city is lookjing at a 10 million dollar payout they will want to say its not their problem. Not their responsibility. You elect the Mayor who is over the police. You turned a blind eye to organized crime. You are respnsible for their actions.
