Its not an unreasonable bill. The problem is likely to be in how a "reasonable individual" is interpreted. I would not believe a reasonable individual would feel threatened or harassed by someone not using their preferred pronoun. That would be the type of person I would think deserve to be in a padded room. I doubt there will be many prosecutions based on this part of the bill.
