Just say we are reviewing the events to determine culpability.
 
Those officers are going to walk. Unlike the rest of us they wont go bankrupt from the legal Bill's because the union will cover them.
 
Often it is the things that people can get away with legally that are the most outrageous. Justice would be served by some sort of conviction in this situation.

You may be right there is no charge that would stick. My point is that sometimes what is legally permitted and what is right diverge...bigly

Can we stop grouping looters and rioters with protestors. They aren't the same thing. In my experience, the former are opportunists using the cover of protestors for protection.
