For league minimum, I would think a non contender or someone like the Phils and see if they can improve him. If he makes it to the Dodgers, I could see them grabing him.

His fastball velocity is down below 90 mph. So if he doesn't have pin point control or phenomenal offspeed stuff he is going to get crushed and he has gotten crush so far.
