Did you put that in bold to highlight the fact that it doesn't make any sense? So you are worried that he will use his HOF money to gamble? Who cares what a 75 year old does with his money. I believe he's free to gamble on anything, including baseball, now that he isn't connected to any team.He should be in the HOF, but I think if elected and the money he will receive will have him gamble it.

Yes and yes. He agreed to a ban (whether one would have been imposed anyway or not) with him understanding that he would still be eligible for the HoF, but almost as soon as the ink was dry on his signature he was removed from the ballot. I don't mind him being banned from managing, coaching or participating in any on-field activities, but he should have been on the Hall ballot long ago.
You'll never convince me that Rose and Giamatti didn't have a deal worked out similar to what you just posted. Giamatti died, Vincent didn't honor the deal and the whole thing went to hell.
I never cared for Pete Rose, but when I finally get to take my son to the Hall of Fame I'd like to be able to show him the guy I've told him about whose hitting streak I got to watch end in person.
Giamatti's heart probably wasn't in the best condition, but the timing of his death gave the perception that the whole ordeal helped kill him.
Wasn't Gene Garber the reliever to end that game? Maybe Larry McWilliams starter? Memory's fuzzier on the latter.

Not true. Eugene Paulette was banned for associating with known gamblers. Joe Gedeon was banned for having knowledge of the Black Sox scandal. Didn't throw the games.

That kind of quote coming from a guy who greased a basically defenseless Ray Fosse in a glorified exhibition game just about says it all.
