Yes. People should follow the law. That should go without saying. In some places nudity is not a big deal. Different culture. But some cultures ban it in public places.

These norms evolve. For example, it used to be quite common and legal for an older man to marry a young girl. West Virginia recently took steps to change the legal status of such marriages. Interestingly, this change in West Virginia followed a similar change in the United Arab Emirates that occurred several years earlier. We can always learn something from more progressive countries.

Different communities have different laws and standards about this and many other matters.

When I moved to Berkeley I went to a parade. One of the groups that was part of the parade was nude. Didn't bother anyone in my family, including my kids. But then my youngest had this habit of sitting naked on the porch with his friends while enjoying ice cream. It certainly made it easier to hose them down after they were done. People can decide for themselves whether to attend those kinds of parades or other events.

No. They had a different cause. They were some sort of anti-circumcision activist group. And were wearing various paraphernalia that purportedly helped to restore foreskin.
