I don't want to give Newsom too much credit. But the top 4 states in the past decade for per capita GDP growth are:
1) New York
2) Massachusetts
3) Washington
4) California
It so happens that those states also have highly educated workforces. In general incomes have been growing faster for well-educated workers. That is probably the reason those states are doing well in per capita GDP growth and why the bottom states in that league table are the usual suspects of states with the lowest levels of educational attainment.
