Yes.

didn't we do all of this money stuff last year and the Braves just picked it strait? They went BPA on their board so there were some surprises with Riley and Sorka...but I don't think they did any games.

This is a very good point. The Braves had 6 of the top 100 picks and didn't do anything odd with their bonus money. Allard and Riley got a little extra cash thrown their way, but that's the extent of it.
It is very possible the Braves just wanted more picks and this was the last year they were willing to spend cash on picks instead of MLB talent.

I'm guessing the $300,000 over slot for Allard was part of the agreement for Allard to basically tell people he wanted to play in Atlanta.
That's 200k over slot
As I recall Allard signed very late. At one point it looked like he wouldn't. So the idea that his heart was set on Atlanta from the start seems to have an element of revisionist history.

From 2015:
Kolby Allard -- bonus $3,042,400, slot value $2,842,400 = $300,000 over slot
Mike Soroka -- bonus $1,974,700, slot value $1,974,700 = even
Austin Riley -- bonus $1,600,000, slot value $1,506,400 = $93,600 over slot
Lucas Herbert -- bonus $1,125,200, slot value $1,125,200 = even
AJ Minter -- bonus $814,300, slot value $814,300 = even
I can't remember how much you can go over without getting penalized, but the Braves even went over slot on Josh Graham and Taylor Lewis. Their biggest under slot savings came on Guardado and Stephen Moore.
I remember Keith Law saying this a few months ago, but he was saying how teams should never have to sign guys over slot with this system. We should always be able to sign someone for at most the value of the pick immediately after ours, because if we didn't select them, that's the slot value they would get if they were taken with the next pick.
Obviously that situation isn't always going to be the case, but I did think it was a good point in terms of our situation.
